It might take a couple tries, but if you hit the very top of the flagpole, the ball on top will fly off and explode into seven more Toads. Climb up and jump to the flagpole to turn the flag back into a Toad. Hit the ground on the green to reveal some iconic blocks. There is a Toad stuck in the sand to the left of the flag. When you patch the hole in the upper right of the image above, another origami butterfly Toad will descend into reach.
Head up toward the mushroom house wrapped in the red streamer. Walk behind the sign and hit it with your hammer to knock loose this Toad. Keep heading up the hill until you spot a sign and a pond. Go through the door on the wall to the left, and follow the path up to the next ? Block. You’ll see all four of these Toads on the ground - one of them will run away, but it still counts.
